‘The new Regulatory Framework for Higher Education in England: Challenges for Providers’

The launch of the Office for Students in April 2018, preceded by publication of the new regulatory framework for England and a revised UK Quality Code, has brought with it a change of emphasis in which protecting the student interest is clearly at the top of the new regulator’s agenda. With contributions from sector representatives and QSN member institutions, this Symposium will explore the challenges that lie ahead for higher education providers in general, and quality practitioners in particular, in addressing the new baseline regulatory requirements and OfS licensing conditions that go beyond traditional quality assurance to embrace consumer and student protection (Competition and Markets Authority), and academic governance.

10:50 Keynote 1: ‘The role of Designated Quality Body for HE in England, and UK wide implications’
Presenter:  Ian Kimber, Director of Universities, Quality Enhancement and Standards, Quality Assurance AgencyDescription: The QAA has been designated to assess quality and standards of HE in England under the 2017 Higher Education Research Act. What does this mean in practice, and what are the implications for a UK – wide quality and standards framework?
11:30 Keynote 2:  ‘Academic Governance: Expectations of Governing Bodies’

Presenter: Aaron Porter, Associate Director (Governance), AdvanceHE

Description: This session will cover the changing landscape of academic governance and the role of the governing body in the oversight of quality and standards. The presentation will also include the headline findings from a Leadership Foundation project (commissioned by the Office for Students) to baseline and understand approaches to academic governance in 12 higher education institutions.

12:30 Keynote 3: ‘Consumer and Student Protection: Legal and Regulatory Perspectives’
Presenters: Siân Jones-Davies, Senior Associate (Education) & Eve England, Principal Associate, Consumer Law Group, Eversheds SutherlandDescription: This session will highlight HE providers’ key consumer law obligations to prospective and existing students in the context of increasing sector scrutiny by the Competition & Markets Authority and the Office for Students.  It will assist colleagues to identify key risks and challenges and provide practical guidance for managing those.

Presenters: Joshua Sanderson-Kirk, Student Association President The University of Law; Rosie Richter, SU President, Newman University, and Luke Renwick, President Sheffield Hallam Students’ Union, OfS Student Panel Member & Member of the UK-Wide Standing Committee for Quality Assessment.Description: The new regulatory framework for HE in England requires institutions to provide a high quality academic experience in which students’ interests are fully protected. In this session we hear how Students’ Unions work with providers to assure the value and quality of students’ learning opportunities.
